I like the idea very much (especially as a psychological experiment), but the implementation is necessarily very limited. It would only work, methinks, in relatively affluent neighborhoods (particularly in the current economic climate), where the average adult earned enough money to live comfortably without much debt -- the upper middle class, at least. The "working for food" option seems sound, as well, but it only fulfills the needs of a few people; it's unsustainable in poorer areas.
Still, it's a beautiful idea.
